We are accustomed to imagining the world as already there.
Objects occupy space.
Events occur in time.
Living things inhabit environments.
People perceive what surrounds them.
Knowledge then begins when an observer looks carefully enough to discover what is already present.
It is an intuitive picture.
It is also probably too simple.
Consider an infant encountering the world for the first time.
There are colours, sounds, movements, pressures, faces, rhythms and changes.
But the infant does not initially encounter these as objects in the mature sense.
There is no little catalogue of things labelled "person", "chair", "door", "animal", "self".
There is experience before there is the conceptual organisation of experience.
Something must happen before a world of recognisable things can appear.
The infant must learn to distinguish.
Something moves differently from its surroundings.
Something returns.
Something responds.
Something remains while other things change.
Gradually, patterns become significant.
The world begins to acquire articulation.
This is not simply the acquisition of names.
It is the emergence of a way of seeing.
And that distinction matters.
We often speak as though perception were passive.
Light enters the eye.
Sound enters the ear.
Information arrives.
The mind receives it.
But perception is not merely reception.
To perceive something as something already requires organisation.
A face is not merely a collection of coloured pixels.
A melody is not merely a sequence of sounds.
A tree is not merely an arrangement of shapes, colours and textures.
A storm is not merely changing atmospheric measurements.
To see these things is to recognise relationships among changing appearances.
Perception therefore contains a hidden achievement.
It makes some differences matter more than others.
It groups.
It separates.
It stabilises.
It anticipates.
It learns what can be treated as the same despite change.
Before we can ask what something means, we must already have learned how to notice it.
Before we can measure something, we must have learned what counts as the thing being measured.
Before physics can discover a field, there must be a conceptual world in which "field" can become a meaningful possibility.
Before biology can discover an ecosystem, there must be a way of seeing organisms not merely as isolated individuals but as participants in relationships.
Before mathematics can discover structure, there must be a capacity to notice that different situations share something in common.
Intelligibility therefore does not begin with an answer.
It begins with a distinction.
Something becomes noticeable.
A pattern becomes stable enough to matter.
A difference becomes meaningful.
And once that happens, a new world of questions becomes possible.
This is why the history of knowledge is not simply a history of accumulating facts.
It is a history of learning what there is to notice.
The astronomer does not merely know more stars than an ancient observer.
The astronomer inhabits a conceptual world in which stars can be classified, measured, related to one another, and understood as components of larger structures.
The biologist does not merely know more organisms.
The biologist sees populations, lineages, adaptations, developmental processes and ecological relationships.
The physicist does not merely know more measurements.
The physicist learns to see quantities, symmetries, fields, interactions and invariants.
The mathematician does not merely know more numbers.
The mathematician learns to see structures that remain recognisable across radically different instances.
In each case, knowledge changes perception.
And when perception changes, the world becomes differently articulated.
This does not mean that the world is invented by the observer.
The observer cannot simply decide that anything whatsoever is meaningful.
Reality resists.
Patterns fail to persist.
Predictions fail.
Experiments surprise.
Concepts break.
Other observers disagree.
The world constrains the ways in which it can successfully be understood.
But neither is intelligibility simply waiting in finished form for someone to uncover it.
The relationship is more subtle.
A world becomes intelligible through an encounter between what is there and what a way of seeing makes possible.
This is why different forms of life can inhabit different perceptual worlds.
A bee can perceive ultraviolet patterns invisible to us.
A bat can navigate through echoes.
A dog inhabits a world structured by smells that barely register for human beings.
A migrating bird responds to environmental patterns we cannot directly perceive.
The world available to an organism is partly shaped by its capacities for discrimination.
There is not necessarily one perceptual world and many creatures looking at it from different angles.
There may be many ways in which reality becomes available.
Human culture extends this process enormously.
Language gives us distinctions that perception alone might never stabilise.
Mathematics allows relationships to become objects of thought.
Science develops instruments that disclose previously inaccessible phenomena.
Art teaches us to notice forms and relationships we might otherwise overlook.
Religion can make dimensions of significance perceptible that ordinary practical attention suppresses.
Technology creates entirely new environments of observation.
Every such development changes the space of what can become intelligible.
This suggests a more demanding question.
If every way of seeing makes some things visible while leaving others obscure, what determines which ways of seeing become possible?
The answer cannot be simply "the world".
Nor can it be simply "the observer".
It lies somewhere in the relationship.
A way of seeing is possible because an observer possesses certain capacities.
It becomes fruitful because the world responds to those capacities.
It becomes transmissible because a community can share it.
It becomes durable because it generates successful expectations, practices and further questions.
And sometimes it becomes transformative because it reveals relationships nobody previously knew how to see.
Perhaps this is where the evolution of intelligibility begins.
Not with the discovery of a new fact.
Not even with the invention of a new concept.
But with the emergence of a new possibility for noticing.
Something that could not previously be seen as this becomes available as this.
A difference becomes a distinction.
A distinction becomes a pattern.
A pattern becomes a relationship.
A relationship becomes an object of inquiry.
And an entirely new world of understanding begins to unfold.
Before there was a way of seeing, there was no shortage of reality.
There was only a shortage of ways for reality to become intelligible.
Perhaps the history of knowledge is, at its deepest level, the history of humanity learning what it is capable of noticing.
And perhaps the evolution of intelligibility begins at the moment when reality ceases to be merely encountered...
and begins to be seen.
