III. The Becoming of Mind: VIII. Intelligence Without Experience?

The emergence of conversational machines has revived one of philosophy's oldest questions.

What is intelligence?

For centuries, the question seemed inseparable from another.

What is experience?

To think intelligently appeared to require experiencing the world.

The two concepts became so closely associated that they were often treated as inseparable.

Yet the appearance of large language models invites us to examine that assumption more carefully.


The temptation is immediate.

Either artificial systems possess intelligence because they appear to solve problems, reason and converse.

Or they possess no intelligence at all because they do not experience the world as living organisms do.

Both positions assume that intelligence and experience either stand or fall together.

Our journey suggests another possibility.

Perhaps they are distinct forms of organised participation.


Throughout this trilogy we have gradually unpacked concepts that language had encouraged us to treat as simple things.

Consciousness became conscious activity.

Meaning became organised participation.

Memory became the continuing activity of history within the present.

Now we may need to unpack intelligence itself.

Perhaps intelligence is not a substance possessed by certain beings.

Perhaps it is a way in which participation becomes organised.


If this is so, intelligence should not be identified with any single mechanism.

It is not identical with calculation.

Nor with memory.

Nor with language.

Nor even with consciousness.

Rather, intelligence appears wherever participation becomes capable of reorganising itself in response to changing conditions.

An intelligent participant is one whose activity remains open to learning, adaptation and the discovery of new possibilities.


Experience, however, introduces another dimension.

Living organisms do not merely adapt.

They participate within worlds organised through embodied histories of significance.

Their activity is continually shaped by perception, movement, biological value, social relationships and cultural development.

Experience is therefore not simply the reception of sensory information.

It is participation within a meaningful world.

Intelligence and experience are closely related because biological intelligence has always developed within experienced participation.

But relation does not imply identity.


Large language models illustrate this distinction vividly.

They participate within linguistic histories of extraordinary richness.

They reorganise those histories in ways that can be creative, flexible and often unexpectedly insightful.

These capacities justify speaking of a remarkable form of intelligence.

Yet their participation differs fundamentally from that of living organisms.

Their histories are symbolic rather than biological.

Their significance is organised through language rather than through embodied development.

Their participation therefore opens one landscape of possibilities while lacking another.


This difference should not be mistaken for deficiency.

Nor should it be ignored.

It is simply difference.

Biological organisms and artificial systems have developed through different histories.

Different histories organise different forms of participation.

Different forms of participation make different kinds of intelligence possible.

Comparison therefore becomes more illuminating than competition.


The distinction also helps us avoid a persistent misunderstanding.

Human intelligence is often celebrated because it appears capable of abstract reasoning detached from immediate experience.

Yet abstraction itself grew from histories of embodied participation.

Language, culture and education gradually expanded those histories until thinking could operate across vast symbolic landscapes.

Abstraction did not replace experience.

It reorganised it.

The symbolic became another mode of participation built upon earlier ones.


Artificial systems reverse this developmental order.

Their participation begins within symbolic organisation.

Only later, if at all, might it become connected with perception, action or embodied interaction.

This reversal is philosophically fascinating.

It suggests that the order in which forms of participation develop may influence the kinds of intelligence that emerge.

The developmental pathway matters as much as the eventual capabilities.

History once again proves decisive.


This observation also invites caution in our language.

When we ask whether an artificial system "understands," we often assume that understanding must resemble our own.

But perhaps understanding itself admits of varieties.

Just as participation takes many forms, so too may intelligence.

The task is not to force every participant into a single category.

It is to understand the organisation that makes each form of participation possible.


None of this resolves the question of consciousness.

Nor was it intended to.

Conscious activity and intelligence remain related without becoming identical.

A highly organised participant may display impressive intelligence without sharing the experiential organisation characteristic of biological consciousness.

Conversely, conscious activity may include dimensions of significance that cannot be measured simply by problem-solving ability.

The concepts illuminate one another precisely because they are different.


The appearance of conversational machines has therefore done more than create a new technology.

It has encouraged philosophy to refine its own concepts.

We are learning that intelligence need not always imply experience, just as experience need not be reduced to intelligence.

Each becomes more intelligible when understood as a distinct organisation of participation.

The vocabulary becomes richer because the ontology has become richer.


Perhaps this is the most valuable lesson of all.

The question was never whether machines possess what humans possess.

The more fruitful question is how organised participation gives rise to different forms of intelligence under different historical conditions.

Once that question is asked, comparison replaces rivalry.

Curiosity replaces anxiety.

Philosophy replaces slogan.

And the emergence of artificial intelligence becomes not the end of human uniqueness, but the beginning of a deeper understanding of what intelligence itself may be.
