The previous essay ended with a simple proposal.
Conscious activity is the beginning of meaning.
This immediately raises another question.
How does the world become meaningful?
The answer cannot simply be that the world contains meanings waiting to be discovered.
Nor can it be that conscious beings arbitrarily project meanings onto an otherwise indifferent universe.
Meaning arises through participation.
But participation alone is not enough.
Something more is required.
Imagine an organism encountering its environment for the first time.
Light falls upon sensory surfaces.
Sounds vibrate through air.
Molecules interact with receptors.
Movement produces continual changes in perception.
None of this is yet meaningful simply because it has been detected.
Detection is not significance.
Recognition is not yet relevance.
The world becomes meaningful only when differences begin to matter.
This insight has important consequences.
Many systems can distinguish between different states of the world.
Thermostats distinguish temperatures.
Computers distinguish symbols.
Artificial systems distinguish patterns within data.
Distinction alone does not create meaning.
Meaning begins when distinctions become organised around value.
Some possibilities sustain participation.
Others threaten it.
Some invite action.
Others require restraint.
Meaning begins where difference matters.
This idea was developed with particular clarity by the neuroscientist Gerald Edelman.
For Edelman, perception is never simply the passive classification of sensory inputs.
Perceptual categories become integrated with systems of biological value acquired through the history of the organism.
Experience therefore becomes organised not merely as categories but as what he called value-category memories.
The organism does not simply recognise the world.
It recognises what matters within the world.
Meaning emerges from this continual integration of categorisation and value.
Within our own framework, we can understand this as organised participation.
An organism does not first perceive an objective world and then decide what is important.
Its participation is already organised through histories of significance.
The young bird does not merely perceive the parent.
It perceives nourishment.
The prey animal does not merely perceive movement.
It perceives danger.
The human infant does not merely perceive a face.
It perceives relationship.
Meaning is therefore historical.
What matters today depends upon the organisation produced yesterday.
This also explains why meaning continually develops.
Participation reorganises value.
Every successful action confirms some possibilities.
Every failure reorganises expectations.
Every encounter subtly reshapes future participation.
Meaning is therefore neither fixed nor arbitrary.
It evolves.
The world becomes increasingly differentiated according to the histories through which organisms participate within it.
Human beings extend this process enormously.
Our biological values become intertwined with cultural values.
Language allows significance to be shared across generations.
Institutions preserve patterns of value.
Traditions organise collective memory.
A child does not simply inherit a biological nervous system.
The child inherits a world already structured by meanings accumulated through countless previous participations.
The human world is therefore doubly historical.
It carries both biological and cultural histories.
This helps explain why language is so powerful.
Words do not simply label objects.
They organise significance.
To learn a word is not merely to attach a sound to a thing.
It is to enter a history of participation.
Every concept carries with it accumulated distinctions, values and possibilities for action.
Language therefore expands the field within which meaning can develop.
It enables forms of participation impossible for isolated organisms.
Artificial intelligence offers an intriguing comparison.
Large language models also participate in organised histories.
Their histories are linguistic rather than biological.
Their "experience" consists not of living encounters but of participation within human symbolic practices.
This difference is profound.
Yet it also reveals something important.
Meaning is not exhausted by immediate sensation.
It can become distributed across wider ecologies of participation.
The question is not whether these systems possess biological value.
Clearly they do not.
The more interesting question is what forms of significance become possible within histories organised through language itself.
This returns us to the distinction between information and meaning.
Information concerns differences.
Meaning concerns significant differences.
A measuring instrument may record change.
An organism participates in change.
A conscious participant inhabits a world organised by significance.
Information becomes meaningful only when it enters a history of participation structured by value.
Perhaps this is why conscious activity transforms the world so profoundly.
It does not merely produce better perceptions.
It produces richer worlds.
The same environment gradually becomes filled with possibilities, dangers, opportunities, memories, expectations and relationships.
Reality becomes increasingly articulated through significance.
The world itself has not changed.
The organisation of participation has.
This suggests a final reversal.
We often imagine that consciousness illuminates a world that already possesses meaning.
Perhaps the opposite is closer to the truth.
Through organised participation, the world gradually becomes meaningful.
Not because consciousness creates reality.
But because conscious activity continually reorganises the significance through which reality is encountered.
Meaning is therefore neither hidden within objects nor imprisoned within minds.
It lives in the ongoing history of participation between them.
And perhaps that history is one of the deepest achievements of conscious activity.
