Few words have become as influential in modern science as information.
Biologists speak of genetic information.
Physicists investigate information in black holes.
Computer scientists process information.
Neuroscientists describe the brain as an information-processing system.
Artificial intelligence appears to manipulate astonishing quantities of information.
The word has become almost universal.
Its success should make us curious.
What exactly are we talking about?
The ordinary answer seems straightforward.
Information is something that can be stored.
Transmitted.
Encoded.
Retrieved.
Copied.
Measured.
The metaphors are so familiar that they scarcely attract attention.
Information behaves almost like a substance.
It travels from place to place.
It occupies containers.
It accumulates.
It can even be lost.
The language feels entirely natural.
Book I has taught us to become gently suspicious whenever language feels entirely natural.
None of these expressions is wrong.
Each captures something important.
But together they encourage a particular picture.
Information begins to resemble an invisible object moving through the world.
Once again, the flux of participation becomes quietly frozen into a noun.
Suppose someone hands you a page filled with unfamiliar symbols.
Has information been transmitted?
In one sense, yes.
In another, not yet.
Only when the symbols participate in an organised history of understanding do they become meaningful.
The marks themselves are not sufficient.
Nor is the reader alone.
Information emerges through participation.
The same observation applies to speech.
A sentence uttered in an unknown language reaches our ears.
Sound waves certainly arrive.
Yet nothing has been understood.
The physical event has occurred.
The informational event has not.
Understanding depends upon organised participation between speaker, listener, language and shared histories.
Information is relational before it is transferable.
Biology quietly tells the same story.
Genes are often described as carrying information.
They do.
But only within extraordinarily rich developmental organisations.
Remove a gene from the cellular processes that interpret it and the "information" becomes strangely inert.
The sequence remains.
Its participation has disappeared.
The informational significance belongs not to the sequence alone but to the developmental organisation in which it participates.
Scientific knowledge behaves similarly.
A formula written on a blackboard is not yet scientific understanding.
Its symbols participate in long histories of experimentation, conceptual development and shared practices of inquiry.
Outside those histories, the marks remain.
The science does not.
What has been inherited is not merely notation.
It is organised participation.
Notice how naturally this complements our discussion of memory.
Memory does not store information as though placing objects inside a warehouse.
Memory continually reorganises previous participation so that future participation becomes possible.
The remembered past is not retrieved intact.
It is actively reconstructed within present organisation.
Information therefore participates in memory.
It is not simply contained by it.
Perhaps this explains why learning is so much more than accumulation.
Students often believe they are collecting information.
Teachers sometimes speak as though knowledge could simply be transferred.
Yet genuine understanding occurs only when previously separate participations become newly organised.
Learning is not the movement of information from one mind to another.
It is the reorganisation of participation through which information acquires significance.
This perspective also illuminates communication.
Communication is frequently imagined as sending information across a channel.
There is much truth in that image.
But successful communication depends upon something deeper.
Participants must continually reorganise shared possibilities for meaning.
The message alone never guarantees understanding.
Understanding is an organisational achievement.
These reflections may eventually prove especially important when we return to artificial intelligence.
Discussions often describe language models as processing information.
Certainly they do.
But our exploration suggests another question.
What forms of organised participation make information meaningful?
The distinction matters.
Processing symbols and participating in meaning may overlap.
They are not obviously identical.
Whether they ever become so remains one of the central questions awaiting us.
Our earlier essays have repeatedly transformed familiar concepts.
History became organised participation across time.
Inheritance became organised continuity across generations.
Memory became organised participation within the present.
Perhaps information should undergo a similar transformation.
Information is not a substance flowing through reality.
It is one way organised participations become capable of further organisation.
The consequences are surprisingly far-reaching.
Information is no longer something the world contains.
It is something the world continually achieves.
Every organism.
Every language.
Every scientific tradition.
Every conversation.
Each participates in the ongoing organisation through which differences become significant, possibilities become visible and futures become imaginable.
Information does not stand outside participation.
It is one of participation's most remarkable accomplishments.
Perhaps that is why the modern world has become so fascinated by information.
Not because information has replaced matter or energy.
But because we are slowly recognising that organised participation allows the world to become increasingly expressive of itself.
Information is not another kind of thing.
It is one of the ways becoming becomes intelligible.
