Before Meaning, There Is Mattering
Human beings often imagine that significance begins with interpretation.
Something happens.
We observe it.
We assign meaning to it.
The meaning then determines its importance.
But Edelman's account suggests a different order.
Before there is interpretation, there is value.
Before there is symbolic meaning, there is significance.
Before there is a world described, there is a world that matters.
An organism does not first encounter a neutral universe and then decide what deserves attention.
Its nervous system is already organised around fundamental distinctions.
Food differs from poison.
Safety differs from danger.
Comfort differs from injury.
The world is not merely perceived.
It is encountered as relevant.
Primary Consciousness
This is the foundation of what Edelman called primary consciousness.
Primary consciousness does not require language.
It does not require abstract reflection.
It does not require a narrative sense of self.
An animal does not need to think:
"This object represents a potential threat to my continued existence."
The threat is already present in the organisation of its experience.
The bird startled by movement in the grass does not first receive information and then assign value.
The movement appears within a world already structured by biological significance.
It may mean food.
It may mean danger.
It may mean opportunity.
The significance is not added afterwards.
It is part of the experience itself.
The Difference Between Information and Significance
This distinction is crucial.
Modern discussions of cognition often begin with information processing.
Brains process information.
Computers process information.
Therefore, perhaps consciousness is a particularly complex form of information processing.
But information alone does not explain significance.
Consider two cameras recording the same forest.
One belongs to a wildlife researcher.
The other is attached to an automated monitoring station.
Both record the same images.
Both contain the same information.
Yet the appearance of a predator means something very different to the researcher than to the camera.
For the researcher, the event may matter.
For the camera, it is merely recorded.
The distinction is not computational complexity.
It is significance.
Information describes differences.
Significance concerns differences that matter.
Biological Value as the Ground of Significance
For Edelman, this grounding comes from biological value systems.
An organism has a continuing existence that can succeed or fail.
Some states support that existence.
Others threaten it.
The nervous system develops in relation to these fundamental differences.
The organism does not simply represent the world.
It inhabits a world organised according to its own continuing viability.
This is why existential significance is not the same as subjective preference.
A preference can be changed.
A biological value system is deeper.
It constitutes the conditions under which anything can matter at all.
The organism has a perspective because there is something at stake for it.
The World Is Not Neutral
This insight changes how we understand consciousness.
A common picture imagines consciousness as a kind of inner screen upon which the external world is displayed.
Edelman's perspective suggests something more dynamic.
The organism does not passively receive a world.
It participates in bringing forth a meaningful world through its interactions with the environment.
The world encountered by an organism is therefore not simply the world described by physics.
It is a world of possibilities.
Something can be approached.
Something can be avoided.
Something can be sought.
Something can be feared.
The organism does not inhabit reality in general.
It inhabits reality as a being for whom reality matters.
From Existential Significance to Semantic Significance
This is where Edelman and Halliday begin to converge.
Edelman explains the foundation.
Halliday explains the elaboration.
The organism first inhabits a world structured by significance.
Over time, language provides resources for construing that significance.
The child does not learn language in order to create importance from nothing.
The child learns language within a world that already matters.
A child feels distress before learning the word "sad."
A child seeks comfort before understanding the concept of security.
A child experiences attachment before discussing relationships.
Language does not manufacture significance.
It gives significance increasingly sophisticated forms.
The Direction of Development
The relationship between existential and semantic significance can therefore be expressed as a developmental progression:
The world matters.
The organism experiences that mattering.
Language construes that experience.
Meaning systems expand the possibilities of interpretation.
This is not a simple linear process.
Once language emerges, it begins to reshape experience itself.
New meanings create new ways of noticing.
New distinctions create new possibilities.
Semantic significance transforms the world that existential significance first revealed.
The two forms of significance become intertwined.
The Challenge for Artificial Systems
This brings us back to artificial intelligence.
Large language models possess remarkable semantic capacities.
They operate within immense landscapes of meaning potential.
They can discuss fear, beauty, justice and hope.
They can analyse values and compare ethical positions.
But the question raised by Edelman is different.
What is the ground of significance?
What makes anything matter to the system itself?
The issue is not whether an artificial system can represent significance.
Clearly, it can.
The issue is whether significance exists as part of the system's own organisation.
Does anything count for the system?
Does anything make a difference from its own perspective?
These are questions about existential significance.
Looking Ahead

Halliday showed us how meaning becomes organised.
Edelman showed us why significance exists before meaning.
Together they suggest a richer picture of consciousness.
Meaning is not merely symbolic structure.
Mattering is not merely information.
Human consciousness emerges from the interaction between a world that matters and a system capable of construing that world.
