Artificial Consciousness: From Experience to Meaning — I. The Animal That Matters

When discussions of artificial consciousness begin, they almost invariably begin in the wrong place.

They begin with intelligence.

Can a machine reason? Can it solve problems? Can it converse? Can it write poetry? Can it pass examinations?

These are interesting questions, but they are not obviously questions about consciousness.

Indeed, many highly intelligent activities appear to require remarkably little conscious awareness at all. Conversely, many conscious experiences involve no sophisticated reasoning whatsoever. A bird startled by a predator, a child tasting sweetness for the first time, or a person enjoying the warmth of the afternoon sun are all conscious experiences, yet none requires abstract thought.

Perhaps, then, intelligence is not the right place to begin.

Gerald Edelman suggested a different starting point.

Rather than asking what consciousness thinks, he asked what consciousness is.

His answer began with what he called primary consciousness.


A World Before Reflection

Primary consciousness is not self-consciousness.

An animal possessing primary consciousness need not think about itself, describe its experiences, or construct a narrative identity. It need not possess language at all.

Instead, it inhabits an immediate world.

It sees.

It hears.

It feels.

It moves.

It remembers just enough for the present to make sense.

Most importantly, the world it inhabits is not merely a collection of neutral facts.

It is already organised in terms of significance.


Why Value Comes First

This is perhaps Edelman's most profound insight.

An organism does not first perceive a neutral world and then decide what matters.

Rather, the world already appears in terms of value.

Food is attractive.

Predators are threatening.

Shelter is desirable.

Pain demands attention.

Safety invites rest.

The organism's nervous system is organised by biological value systems that have been shaped through evolution and development.

These values are not moral values.

They are biological ones.

They determine what counts as success or failure for the organism itself.

Without them, perception would be an endless stream of undifferentiated information.

With them, perception becomes meaningful.

The world becomes a world for the organism.


Consciousness Is Not Information

This point is easily overlooked.

Modern discussions of AI frequently describe both brains and computers as information-processing systems.

In one sense this is true.

Both process information.

But processing information is not obviously sufficient for consciousness.

Imagine two cameras recording the same forest.

One belongs to a wildlife photographer.

The other is mounted on an empty weather station.

Both register identical visual information.

Yet neither camera is concerned whether a fox appears.

The images possess information.

They possess no significance for the camera.

A fox matters only to something for which foxes can matter.

This distinction between information and significance may prove more important than the distinction between biological and artificial systems.


The Animal That Matters

Suppose a bird notices movement in nearby grass.

What happens?

It would be tempting to say that the bird simply receives sensory input.

But this description misses something essential.

The movement is not merely detected.

It is interpreted within a biological economy of value.

It may signal food.

It may signal danger.

It may signal a potential mate.

The meaning of the movement cannot be separated from its significance for the bird.

Indeed, one might go further.

The bird does not inhabit a world of objective stimuli.

It inhabits a world of possibilities that matter.

Its consciousness is already organised by value.


Halliday and the Construal of Experience

At first glance, Halliday seems very far from Edelman.

One studies language.

The other studied brains.

Yet there is a surprising resonance.

Halliday argued that language does not simply label reality.

It construes experience as meaning.

This observation invites an intriguing comparison.

Edelman's organism construes the world biologically.

Halliday's speaker construes experience linguistically.

These are not the same process.

But neither is simply passive representation.

Both involve organising reality according to systems of significance.

For Edelman, significance is rooted in biological value.

For Halliday, significance becomes organised within systems of meaning.

Perhaps these are not competing accounts.

Perhaps they describe different stages in the emergence of consciousness.


A Different Question About Artificial Consciousness

Most discussions ask whether machines can become conscious.

Perhaps a better question is this:

Can anything become conscious without first inhabiting a world that matters?

This question is deliberately prior to language.

Prior to reasoning.

Prior even to intelligence.

It asks whether significance itself is the foundation upon which every richer form of consciousness must eventually rest.

If Edelman is right, consciousness is not primarily about computation.

Nor is it primarily about representation.

It begins with value.

The organism is not simply aware.

It is aware as something for which the world already matters.


Looking Ahead

If this is true, the usual comparison between humans and language models becomes unexpectedly complicated.

Human beings begin with embodied experience and biological value before language emerges.

Language models begin with language itself.

They inherit meanings already constructed by countless conscious beings.

The next question, therefore, is unavoidable.

Can meaning exist independently of the experiences from which it originally arose?

That is where we turn next.

The Senior Common Room Meets Superintelligence Or: Very Clever at What?

Professor Quillibrace was reading yet another article about superintelligence.

He had begun to notice a pattern.

Every article was perfectly certain.

None appeared especially interested in defining its principal noun.


The door opened.


Mr Blottisham entered carrying a trophy.


Professor Quillibrace looked at it.


"Oh dear."


"I've won it."


"For what?"


"I don't yet know."


Miss Stray arrived moments later.

She examined the trophy.


It bore the inscription:


WORLD CHAMPION


Nothing else.


Professor Quillibrace looked at it thoughtfully.


"Champion..."


"Yes?"


"Of what?"


Blottisham smiled.


"Exactly."


Professor Quillibrace blinked.


"I beg your pardon?"


"I thought we'd reached the point where the questions should begin asking themselves."


Miss Stray laughed.


"I think Mr Blottisham has been learning."


They gathered around the table.


Blottisham placed the trophy beside the newspaper.

The headline read:


SUPERINTELLIGENCE IS COMING


Nothing else.


Professor Quillibrace looked from one to the other.


"I begin to see today's lesson."


Blottisham nodded.


"I've become suspicious of adjectives."


Professor Quillibrace smiled.


"A healthy development."


Blottisham opened his notebook.


"I've written down several possible meanings."


Meaning One


"Knows everything."


Professor Quillibrace shook his head.


"No."


"Impossible?"


"Probably."


Meaning Two


"Can solve every problem."


"No."


"What about problems that require being somewhere?"


"No."


"What about deciding what is worth solving?"


"No."


Miss Stray smiled.


"That is already a different kind of problem."


Meaning Three


"Better than every human."


Professor Quillibrace looked thoughtful.


"Better..."


"...at what?"


Blottisham grinned.


"I thought you'd ask."


The fire crackled quietly.


Professor Quillibrace folded the newspaper.


"Suppose..."

he began,


"...someone constructed a machine that could prove mathematical theorems a thousand times faster than any human."


Blottisham nodded.


"Remarkable."


"Indeed."


"Would it therefore compose better poetry?"


"No."


"Be kinder?"


"No."


"Raise happier children?"


"No."


"Recognise loneliness?"


"Not necessarily."


"Know when a friend requires silence rather than advice?"


Professor Quillibrace smiled.


"I rather suspect many humans struggle with that one."


Miss Stray laughed.


Blottisham looked puzzled.


"So we keep smuggling all these abilities together."


Professor Quillibrace nodded.


"As though excellence in one domain naturally migrated into every other."


Miss Stray reached for the teapot.


"I wonder whether..."

she said,


"...we admire intelligence so much..."


"...that we quietly imagine it can substitute for wisdom."


The room became very still.


Professor Quillibrace looked at her over the rim of his cup.


"I believe..."


"...that distinction has been neglected for centuries."


Blottisham frowned thoughtfully.


"So wisdom isn't simply..."


"...more intelligence?"


"No."


"Then what is it?"


Professor Quillibrace was silent for a long moment.


Finally he spoke.


"Wisdom is knowing..."


"...which problem matters."


Miss Stray added,


"...and which solution creates worse problems."


Blottisham wrote carefully.


Intelligence answers questions.


He paused.


Wisdom chooses them.


Professor Quillibrace looked genuinely pleased.


"I should like to borrow that."


"You may."


The afternoon sunlight shifted across the carpet.


Blottisham looked again at the newspaper.


"I've one final puzzle."


Professor Quillibrace smiled.


"I rather hoped you would."


"If something becomes..."


"...superintelligent..."


"...will it automatically understand people?"


"No."


"Beauty?"


"No."


"Humour?"


"No."


"The pleasure of tea?"


Professor Quillibrace looked at his cup.


"I sincerely hope so."


Miss Stray smiled.


"I think that answer was philosophical rather than scientific."


"Quite."


Blottisham nodded slowly.


"So perhaps..."


"...we've allowed one remarkable achievement..."


"...to cast a shadow over many different human capacities."


Professor Quillibrace looked quietly delighted.


"Yes."


"I think we often confuse..."


"...intellectual power..."


"...with the whole of human understanding."


The college clock struck five.


Blottisham picked up the trophy.


"I've decided what it's for."


Professor Quillibrace looked curious.


"What?"


Blottisham carefully took out a small piece of paper.

He wrote upon it.

Then stuck it over the original inscription.


It now read:


WORLD CHAMPION

AT SOMETHING


Miss Stray laughed so hard she nearly dropped her teacup.


Professor Quillibrace regarded the amended trophy.


"My dear Blottisham..."


"Yes?"


"I believe that is the most scientifically accurate trophy ever manufactured."


They gathered their coats.

The newspaper remained folded upon the table.

Its headline still announced the arrival of superintelligence.

But somehow it no longer felt quite so overwhelming.

Not because the future had become less interesting.

But because the question had become more precise.


As they reached the doorway, Blottisham stopped.


"Professor?"


"Yes?"


"If one day we really do build a machine wiser than ourselves..."


Professor Quillibrace looked at him thoughtfully.


"I should very much like to meet it."


"Why?"


"So that I might ask..."


"...how it learned the difference."


The three walked out into the college gardens.

For a while, nobody spoke.

The evening was too beautiful to improve upon.


Only as they disappeared around the corner could Miss Stray be heard saying quietly,


"Perhaps our greatest intelligence..."


"...lies in discovering that there are many kinds."

The Senior Common Room Measures Intelligence Or: Where Exactly Is the Scale?

Professor Quillibrace was enjoying what promised to be a perfectly ordinary afternoon.

This should have warned him.


The door opened.


Mr Blottisham entered carrying a tape measure.


Professor Quillibrace looked up.


"Oh dear."


"I haven't said anything yet."


"You've brought measuring equipment."


"I have."


"I therefore infer that something invisible is shortly to acquire dimensions."


Miss Stray entered behind him.

She noticed the tape measure.


"Are we measuring intelligence today?"


Professor Quillibrace looked surprised.


"How did you know?"


"Mr Blottisham has written 'INTELLIGENCE' on the side."


Sure enough, a small label was attached to the tape.


OFFICIAL INTELLIGENCE MEASURER


Professor Quillibrace sighed.


"I see."


Blottisham smiled.


"I've come to settle the matter."


"What matter?"


"How much intelligence everyone has."


Professor Quillibrace looked thoughtfully into his teacup.


"I had hoped..."


"...it might be a quieter afternoon."


Blottisham extended the tape measure dramatically across the room.


"There."


Professor Quillibrace looked at it.


"It appears to be approximately five metres."


"Yes."


"How intelligent is that?"


"It isn't."


"Exactly."


Blottisham looked puzzled.


"But people keep saying..."


"'More intelligent.'"


"They do."


"So where is the scale?"


Professor Quillibrace smiled.


"I rather suspected we would arrive there."


Blottisham opened his notebook.


"I've thought of several possibilities."


Possibility One


"Intelligence has units."


"No."


"Centi-brains?"


"No."


"Kiloclevers?"


"No."


"Megawits?"


"No."


Miss Stray smiled.


"I confess I rather like megawits."


Professor Quillibrace nodded.


"It has a certain charm."


Blottisham crossed them out carefully.


Possibility Two


"There is one universal scale."


Professor Quillibrace hesitated.


"That depends."


"On what?"


"What one means by intelligence."


Blottisham looked surprised.


"I thought that was exactly what the scale would tell us."


The room became quiet.


Miss Stray looked thoughtfully at the tape measure.


"I wonder..."


"...whether we have mistaken comparison for measurement."


Professor Quillibrace smiled.


"Go on."


"We compare height."


"Yes."


"We compare weight."


"Yes."


"We compare temperature."


"Indeed."


"But each of those has..."


"...a unit."


Professor Quillibrace nodded.


"And intelligence?"


Miss Stray shrugged gently.


"We compare performances."


"Not intelligence itself."


Blottisham looked genuinely puzzled.


"So..."


"...when someone says..."


"'She is twice as intelligent'..."


"...twice as intelligent at what?"


Professor Quillibrace laughed.


"I fear that sentence has caused more philosophical trouble than grammatical."


The fire crackled quietly.


Blottisham wandered over to the bookshelves.


"I've noticed something."


Professor Quillibrace waited.


"The people I know who are very good at mathematics..."


"Yes?"


"...are not always very good at explaining mathematics."


"Quite."


"And people who explain beautifully..."


"...are not always the greatest researchers."


"Indeed."


"And the wisest people I know..."


"...are sometimes not especially academic."


Professor Quillibrace looked at him with interest.


"A remarkably perceptive observation."


Blottisham frowned.


"So..."


"...which one was the intelligence?"


Silence.


Miss Stray looked out of the window.


"Perhaps..."

she said quietly,


"...we have bundled together many different excellences..."


"...and attached one label."


Professor Quillibrace nodded.


"Rather as one might label an entire toolbox..."


"...'tool.'"


"But that tells us remarkably little."


Blottisham brightened.


"So intelligence may be more like a toolbox."


Professor Quillibrace smiled.


"I rather think it might."


"A spanner isn't a screwdriver."


"No."


"Neither is inferior."


"No."


"They simply solve different problems."


Miss Stray laughed.


"And Mr Blottisham has just rehabilitated the adjustable wrench."


The discussion wandered pleasantly for some time.


Finally Blottisham returned to his tape measure.


"I think I've discovered the difficulty."


Professor Quillibrace waited.


"I've been trying to measure a capacity..."


"...by pretending it was a length."


Professor Quillibrace looked delighted.


"Exactly."


"But we do this constantly."


"We do."


"We say..."


"'higher intelligence.'"


"'greater intelligence.'"


"'levels of intelligence.'"


"'more intelligence.'"


"And every one of those quietly borrows..."


"...the metaphor of measurement."


Miss Stray nodded.


"As though intelligence were stacked vertically."


Professor Quillibrace walked to the blackboard.


He wrote:

HIGHER

LOWER

MORE

LESS

LEVELS

SCALE


Then beneath them he wrote:


WHAT IF NONE OF THESE ARE LITERAL?


The room fell silent.


Blottisham looked at the board for a long time.


"So perhaps..."


"...the metaphor is doing more work than we realised."


Professor Quillibrace smiled.


"It usually is."


Blottisham carefully rewound the tape measure.


"I've one final question."


Professor Quillibrace laughed.


"Only one?"


"If intelligence cannot simply be measured..."


"Yes?"


"...why are people so confident about saying that one future machine will become more intelligent than another?"


Professor Quillibrace thought for a long time.


Finally he replied.


"Because predictions often inherit the assumptions of the language in which they are made."


Miss Stray added softly,


"And language is sometimes more certain than reality."


The college clock struck five.


Blottisham picked up the tape measure.


"I shan't need this again."


Professor Quillibrace looked sceptical.


"I sincerely hope not."


"Oh, I shall."


Professor Quillibrace paused.


"For what?"


"I'm thinking of measuring consciousness next."


A long silence.


Miss Stray quietly reached for the teapot.


Professor Quillibrace looked heavenwards.


"My dear Blottisham..."


"Yes?"


"If consciousness turns out to be exactly seven and a half metres..."


"...I should be very interested to know where you started."


The tape measure disappeared back into Blottisham's pocket.

The afternoon's investigation had failed to produce a single unit of intelligence.

Oddly enough, everyone left feeling rather wiser.

The Senior Common Room Searches for Artificial Intelligence Or: How Much Intelligence Is Actually Inside It?

Professor Quillibrace was reading a newspaper article entitled Artificial Intelligence Will Soon Surpass Humanity.

He had reached the end of the first paragraph.

He had also reached the end of his patience.


Mr Blottisham entered carrying a torch.


Professor Quillibrace looked up.


"No."


Blottisham smiled.


"You haven't heard why."


"I believe I can make an informed prediction."


Miss Stray entered a moment later.

She noticed the torch.


"Oh."


Professor Quillibrace nodded.


"Precisely."


Blottisham placed the torch carefully on the table.


"I've come to search for the intelligence."


Professor Quillibrace looked at the torch.


"The torch is for..."


"Looking inside."


"Inside what?"


"The artificial intelligence."


Professor Quillibrace removed his spectacles.


"I see."


"I thought it might be hidden."


"There is no intelligence hidden inside."


Blottisham looked puzzled.


"But everyone says there is."


"No."


"They say the system behaves intelligently."


"Isn't that the same thing?"


Professor Quillibrace was silent.


Miss Stray quietly closed her book.


"I think..."

she said,

"...we've found today's question."


Blottisham opened his notebook.


"I've prepared several possibilities."


Professor Quillibrace looked resigned.


"I imagined you might."


Possibility One


"Intelligence is something stored inside."


"No."


"Like fuel?"


"No."


"Like water in a kettle?"


"No."


"So there isn't a quantity of intelligence?"


"Not in that sense."


Blottisham crossed it out.


Possibility Two


"It is produced while thinking."


"Closer."


"So if the machine stops..."


"Yes?"


"...where does the intelligence go?"


Professor Quillibrace smiled.


"It goes nowhere."


"So it evaporates?"


"No."


"It was never a substance."


Miss Stray nodded.


"I wonder whether we are treating intelligence as though it were flour."


Professor Quillibrace laughed.


"An unusually useful observation."


Blottisham looked thoughtful.


"So..."


"...we keep speaking about intelligence as though one could possess three kilograms of it."


Professor Quillibrace smiled.


"Indeed."


"And yet nobody has ever weighed it."


The discussion drifted for a while.

The fire crackled quietly.


Eventually Blottisham spoke again.


"I've noticed something."


Professor Quillibrace waited.


"When newspapers say..."

He pointed to the article.


"...'Artificial Intelligence Will Soon Be Smarter Than Humans'..."


"Yes?"


"...they never say..."


"...smarter at what."


The room became unexpectedly quiet.


Miss Stray looked slowly towards Professor Quillibrace.


He smiled.


"I was wondering how long it would take."


"To notice?"


"Yes."


Blottisham looked puzzled.


"Surely that's the important part."


Professor Quillibrace nodded.


"It may be the only important part."


Miss Stray leaned forward.


"Imagine I said..."


"'This person is stronger.'"


"Yes?"


"You would immediately ask..."


"'Stronger than whom?'"


"And?"


"'Stronger at what?'"


"Lifting?"


"Running?"


"Swimming?"


Professor Quillibrace smiled.


"Exactly."


Miss Stray continued.


"But somehow..."


"...when we say 'more intelligent'..."


"...we forget to ask the second question."


Blottisham frowned.


"How extraordinary."


Professor Quillibrace nodded.


"We quietly imagine intelligence as a single ladder."


"But perhaps..."


"...it is more like a city."


Blottisham looked delighted.


"A city?"


"Many streets."


"Many skills."


"Many destinations."


"You may travel very quickly in one neighbourhood..."


"...and become hopelessly lost in another."


Blottisham considered this.


"So someone might be extraordinarily good at mathematics..."


"...and dreadful at comforting a frightened child."


"Precisely."


"Or magnificent at composing music..."


"...and unable to assemble flat-pack furniture."


Professor Quillibrace nodded gravely.


"The evidence for that particular combination is overwhelming."


Miss Stray laughed.


Blottisham looked at the newspaper again.


"So when people promise..."


"...superintelligence..."


"...what exactly are they promising?"


Silence.


Professor Quillibrace folded the newspaper.


"An excellent question."


"Do they mean..."


"...better mathematics?"


"Perhaps."


"Better science?"


"Possibly."


"Better jokes?"


Professor Quillibrace hesitated.


"The jury remains out."


"Better gardening?"


"No idea."


"Better friendship?"


"Entirely different question."


The room fell quiet.


Miss Stray looked thoughtfully into her teacup.


"I wonder whether..."

she said,


"...our language quietly persuades us that intelligence is one thing..."


"...when perhaps it is the name we give to hundreds of different excellences."


Professor Quillibrace looked at her with evident admiration.


"I believe..."


"...that observation deserves another pot of tea."


Blottisham nodded enthusiastically.


"I've one final question."


Professor Quillibrace smiled.


"I rather thought you would."


"If an artificial intelligence can solve equations much faster than I can..."


"Yes?"


"...is it therefore more intelligent than I am?"


Professor Quillibrace considered the question for a very long time.


Finally he replied.


"It is more capable..."


"...at solving equations."


"And beyond that?"


"We must ask many more questions."


Blottisham looked relieved.


"So the sentence..."


"...'It is more intelligent'..."


"...is unfinished."


Professor Quillibrace smiled.


"Exactly."


"It leaves out the most important words."


As they gathered their books, Blottisham picked up the torch.


"I didn't need this after all."


"No."


"Why not?"


Professor Quillibrace stood and put on his coat.


"Because, my dear Blottisham..."


"...the difficulty was never that the intelligence was hidden."


"It wasn't?"


"No."


"It was that the question was."


The three left the Senior Common Room together.

The newspaper remained on the table.

Its headline still proclaimed that artificial intelligence would soon surpass humanity.

It seemed rather less certain than it had an hour earlier.

Not because the machines had changed.

But because the meaning of the sentence had.
