I. Unpacking Consciousness: V. Asking Better Questions

Every scientific investigation begins with a question.

Sometimes we imagine that the question simply presents itself.

A mystery appears.

Science seeks an explanation.

The process seems straightforward.

Yet questions rarely arrive untouched.

They are shaped by the concepts through which we first encounter the world.

If our concepts change, our questions often change with them.

And sometimes that changes the science itself.


For centuries, people asked,

Why do heavy objects seek the Earth?

The question seemed obvious.

It also contained an assumption.

Objects were thought to possess a natural tendency to move towards their proper place.

Eventually, physics learned to ask a different question.

Not,

Why do objects seek the Earth?

But,

How do bodies move under gravity?

The difference may appear small.

In fact, an entire scientific revolution lies between those two questions.


Something similar has happened many times.

Medicine once asked what invisible substances caused disease.

Later it asked how infection spreads.

Astronomy stopped asking why the heavens revolve around the Earth and began asking how celestial bodies move relative to one another.

Again and again, scientific progress has involved something more subtle than discovering new answers.

It has involved learning to ask better questions.


Perhaps consciousness stands at a similar moment.

For generations, the dominant question has been,

What is consciousness?

It is an understandable question.

Indeed, it may have been the only question available once consciousness had become a stable scientific concept.

But after unpacking that concept, we may notice that other questions begin to emerge.


Instead of asking,

What is consciousness?

we might ask,

What kinds of activity have been gathered together under the word consciousness?

Instead of asking,

Where is consciousness located?

we might ask,

How is conscious activity organised?

Instead of asking,

Which systems have consciousness?

we might ask,

Under what conditions does conscious activity arise?

None of these questions rejects the earlier ones.

They simply look at the landscape from a different direction.


This shift matters because different questions invite different kinds of investigation.

If consciousness is treated primarily as an object, we naturally search for its location.

If it is treated as a property, we search for the systems that possess it.

If it is treated as an activity, our attention turns towards organisation, interaction and continuity.

The phenomenon has not changed.

Only the question has.

Yet that change may transform the science that follows.


There is a tendency to imagine that better questions are more complicated.

Often the opposite is true.

Better questions are frequently simpler.

They remove assumptions rather than adding them.

Instead of asking whether consciousness exists inside the brain like an organ, we might ask how brains continually organise experience.

Instead of asking when consciousness appears, we might ask what kinds of organisation become possible as nervous systems develop.

Instead of asking whether machines possess consciousness, we might ask what kinds of organisation artificial systems are capable of sustaining.

The mystery remains.

But the shape of the mystery begins to change.


This does not guarantee better answers.

Science offers no such promises.

A better question may still prove extraordinarily difficult to answer.

Yet history suggests that progress often begins with precisely this kind of conceptual reorganisation.

The most important discovery may not be a new fact.

It may be the recognition that we have been looking in the wrong direction.


There is another reason why questions matter.

Questions do more than guide investigation.

They also guide imagination.

A generation that asks whether machines have consciousness imagines one kind of future.

A generation that asks how different systems might participate in conscious activity imagines another.

The difference is not merely linguistic.

It shapes the possibilities we are prepared to explore.


Perhaps philosophy's greatest contribution to science is not that it supplies answers science has overlooked.

Perhaps its contribution is quieter.

It notices when familiar questions have become so familiar that we no longer see the assumptions they carry.

Occasionally, philosophy asks whether another question might illuminate the same phenomenon more clearly.

That is not a rejection of science.

It is one of the ways science has often renewed itself.


The mystery of consciousness has not become smaller.

If anything, it has become richer.

We have not solved the problem.

We have unpacked it.

And in doing so, we may have discovered something more valuable than an answer.

We may have discovered that before we decide what consciousness is, we should first decide what kind of question consciousness invites us to ask.

For history suggests that the future of a science is often determined not by the brilliance of its answers, but by the quality of its questions.
